Thanks for reporting this! The Whale has a very low spawn chance, which makes it difficult to encounter.
Also, an animal being classified as Legendary—such as the Polar Bear—does not automatically count toward the Legendary Shot achievement. You need to photograph the animal during its special legendary moment.
I’ll look into making Legendary animals easier to encounter and making the achievement requirements clearer. Thanks for the feedback! 🐋📸
