Is the game not on full screen by default on android? Or do you just have black lines on the side because the ratio doesn't fit to your screen resolution? The "toggle fullscreen" option is for other systems, where the game starts in a 816x624 pixel window. It's not meant to "stretch" the screen on android, so maybe that's the issue you have.
