The Guild posts one unresolved source case for you in each incarnation. Millions of residents and travellers pass through the Outer City, so the staff verify the Qi seal and the marks carried on the credential instead of relying on personal recognition. A valid tally is enough to establish your prior field record.

Each verified rare source earns a small standing royalty. Even a heavily marked tally is only meant to build a reserve while you cultivate, travel between districts or handle other Imperial business; permanent Market consignments still require deliberate paid work.

It's definitely related to exploring the wilderness that is mentioned but that's as far as Iv come.

So, an update on the Consignments. I think you need a minimum of 1 imprint from the region for each relevant consignment to be turned in. That or the relevant Boss Relic. This is because I just got asked for an Mono Air Wilderness Consignment and I was able to turn it in and the difference between all the Dual requests and this Mono one is I have at least 1 imprint in just about each Mono as well as all the Outer Mono Boss Relics.

If I had to assume the winning factor its definitely the Relic. There are 110 Wilderness Relics from bosses, coincidentally there are 110 total consignments. It also explains why the request differentiates Inner and Outer Wilderness zones.
