There are no plans for any of that at this time. That's the kind of thing you need to plan out and implement from the jump. Trying to do it now would mean all the unique traits, all the clothes, all the everything would need to be drawn up either by a paid artist or a very dedicated volunteer and future clothing additions would be limited to when there's art for it. 

Theres a mod to see your character in discord modding server (check the modloader thread), but its in chinese, for some reason makes every other UI button chinese, and you have to make a considerable amount of haircuts and clothes and variations of clothes yourself. Tutorial is in chinese too, so brace yourself. If you talk shit about ccp your save will auto nuke
Nevertheless, there are some haircuts and clothes included. You can probably ask people to share their packs if anyone made any.
