Youcanwashit off witha scrub soap. I don'tknowif you can justbuy it somewhere,I've lootedenough of itfrom npcs. As for turning it off, I think you can avoid it by banning things that you dont like in the Me -> Encounters -> Restrictions menu.
if you get Eliza’s lab and upgrade enough you can make some without fighting to loot it of course it costs resources to make it so more costly than grinding for it and hope you get it
