Why would you take time and design something for it to be seasonal? This is a single player game. Or do you intent to turn it into some live service always online thing?
Why not? It doesn't matter if it single player as for me. Festivals are just for everyone could have fun and feel the spirit. Like a postcard it makes more sense on special date. Have fun - live the moment!
