Yeah... no. Botted. For sure.

1. It has a near perfect score. This is already suspicious. 

2. It only has 630 ratings. This is pretty low for a most popular title.

When compounded with the perfect score...

3. Consider the incredibly spaced out comments per month, and you realize that the traffic is actually even less then 630.

I am absolutely sure this game got botted in it's ratings.

Not saying the dev did it. Anyone could buy ratings. 

But the circumstances are totally suspicious.

So, this novel was essentially in hiatus since June of last year. This novel has a bunch of fans that have been waiting quietly for the next chapter release, which happened just before you posted this comment. That's why the interactions have spiked. This is very typical for VNs. Therefore I don't find your conclusion to be as likely as you think.
