I bought her the guild member's uniform. Is that what ur referring to?
I haven't started the winter content so maybe that could be it?
It was long ago, so i may not recall it correctly. When outfit is bought, give it to her, and visit Lucy in her workshop in work hours. Winter content is a separate event. :)
