You had quite the bad luck then :D i played it tens of times and only once did i have that happen to me. Maybe give it a couple more tries it can be a bit hard sometimes. The world is procedural and I didnt place any countemeasures for the player spawning close to a hunter. And yes the objective is exactly what you said. To activate the shrines before sunrise.
