in there you need 

yychr (for making sprites),

famitracker (sfx and music),

mapwin (map editor).

is not that hard to use and you can change it on your own, but its obvious that you're very limited on what you can do because of the hardware.

you can use mesen or nestopia to test your games.


and ninjapad to make an html5 of your game to publish it on web (?
