The keycard in the locker in the room that overlooks the hangar is the level 2 keycard. You get the level 3 keycard by going into the labs.

Sorry, I never got notified you messaged. In the corner of the lab there is a utility room with a vent to crawl through. Go through that and it leads to the server room which has the level 3 keycard.
