Double check Project Settings -> Quality. The Render Pipeline Asset for Web is -not- the PC one. In Unity 6 for example it is "Mobile". This is why it doesn't show on a web build.
Well, I tried to enable VHS render feature in the web build and the screen became just black :(I don't think this effect was designed for web builds
