The police Station is more forgiving. You can stand in front somewhere at the stairs and interact. You should be than able to switch to the police scene. Hope that helps :-)
you have to stand somewhere near and the interaction icon appears. The you have to press the 'F' on the keyboard or in case of using a gamepad press the northern button on the right side.
