Not sure if you figured it out after a month or so, but get to the point you can give gifts to Cass. Then give her a poisoned beer. She'll use it on the bullies after a time.
It may have been updated to be poison instead of poisoned beer. Of it was always poison and I'm forgetting that detail and imagining it as poisoned beer. Knew poison was involved, at least.
