My suggestions are about the mechanics. In descending order of value I think they would provide, so I think 1 would be the biggest improvement for the game.
1. I think the game would be much better without leveling up. Leveling up kind of undermines the value of the card collecting.
2. I think the cards should be assigned by dragging them, not generating tokens, making it so each card can only act on one other card. More similar to how the enemies work, it would make it feel more symmetric and make for more interesting encounters.
3. I think you should be able to play all the cards you draw, but you should have to pay lives/tokens to draw cards. I think the reward each round should include a pile of tokens that you have to spend down before collecting if you want to get reward cards or have the dealer strip.
4. A save feature that allows your deck to contain cards from previous sessions at the start.
5. Actual tarot, kind of picturing swords as offense only, clubs less offense with a little healing, cups a little offense with some healing, and coins as just healing. Would be a good way to fill out the deck before unique cards.
Overall, I like it a lot, but I think it would be better without the leveling, with you using the enemy's targeting style, and with all the tokens changed into the reward and draw structure.
Also, I encountered a guy who wanted money, I had money, could not figure out how to give him the money, if it was at all possible.
