After playing again I can safely say the enemy fighters main problem is they have to much health, they take multiple shots from any effective weapon , PD is pointless to even equip due to the health which seems to scale in response to the level
pd is way strong not only dose it do ok damge when u tier it up but also shoots down missle later in game
