I saw in your v3 logs that there was an option to hand the NPC over to the female cop for punishment, but I don't seem to have this, and I also didn't see a whip or a rack in the shop.
This option will appear after you have conquered both the merchant and the female police officer.
The whip and the rack are actually gifted to you by the female police officer after you conquer her; they cannot be purchased in the shop.
