CompCon claims the latest lcp version of this pack is 1.7, yet the only version to download on this page is 1.1. Is there some kind of mixup going on, or is there an update I can access somewhere else? It also does not seem to be updated to v3.0+ content yet, but that's to be expected since that update is brand new, but it might be worth looking into

Yes, I have plans to update it to v3 in the near future!
As for the versioning - you should be able to access Licenses 1.7 and LCP 1.71 (for player-side, NPCs are 1.1), I've verified this works on my end. Please let me know if it doesn't for you and any other information that can help me pin down what the problem could be, and I'll look into it more closely.
