father approval improves with the strength test after walking neighbor home after school. mother approval improves from the photo album minigame when you visit neighbor's house on Saturday morning.
you can walk neighbor home as often as you want, but i don't think you need to max it out to get the Sunday cookout event. you can also gain parent approval there.
