It has been allowed in the past, but please strive to do as much of the code yourself. I would assume plugins are the RPG Maker equivalent to getting some asset packs in other engines though, so best not to use those or else it risks disqualification. I'm not sure how RPG Maker handles resolutions but remember the internal game window needs to be 160x144 so it needs to be able to do that in some form also.
