No, you can choose one or the other. “One or both” is meant to indicate that, if there’s a marked bar on the situation, you can lower the bar twice by forgoing the positive stake and the chance to advance the clock. Admittedly, there aren’t many circumstances in which you’d want to do that, but the option is there if you ever want it.
