In my experience playing your game, I was extremely surprised by the early access to OP items (eg. EV training and TMs), so I figured I should really invest early and prepare as much as possible. The only fights that gave me a hard time even after preparing alot are the optional Courtney one and Deoxys. So in my opinion the game is fairly well balanced even in "late game" where every enemy is at the level cap.
