From reading the other comments seems there may be a game walkthrough posted in the discord. Maybe you can glean some info on how to continue from there.

Also it is rumored if you open the in game cheat menu and click the big red button 3 times you'll get a link to the walkthrough.

I did read it. There should be a discussion about the restraining rule after April got sunburned. But it never came to that point and I can’t activate this rule in the cheat menu. Maybe another school board discussion canceled this one out. According to the walkthrough I did everything right. Must be a bug than only I’ve got lol. So annoying
