I don't really understand how Full Buy-In affects the Magic Item Slot Progression
The Optional Rule on Page 19 says it lowers the rate, but the table on Page 23 seems to suggest I get an extra one (at Level 5 I'd have 2 Lesser and 1 Greater, but Level 6 says the same, but with Full Buy-In suggests that I'd get another Lesser slot for 3 Lesser and 1 Greater, but that'd be more, not lower)
