How to play in offline mode? I pressed f2. on town there is nothing to interact without chat

Offline mode simply adds a Twitch chat emulator inside the game itself, it doesn't make the game playable with mouse & keyboard.
Once starting a game in offline mode, you can press F2 again and a command line will appear at the top-left of the screen. You can then type the commands there instead of a Twitch chat.
