I really like the idea.
I am planning on soon introducing the first character you can meet
out in the wasteland - and also re-visit later on. But currently base building is way outside of the scope of the game at the moment, maybe some time in the future, but not right now.
But I'm planning on slowly adding other characters and locations to visit.

As for the MC - there aren't really any plans to add customisation. It would be far too complex to set up with the way the game is designed. Maybe some traits might be an option one day.
Currently my main focus is on the first real character you can visit. Hey, here's a little spoiler. ;)
