The permit is from Shady Bar scavenge. You either left a shady bar scavenge on your action list without realizing it or you didn't notice the message when it first popped up on a different action list
the weird thing is i dont even have shady bar, nor do i have the permit i scavenge. its all just weird since even finishing all the gambling i still cant win it for underwear for fairy
