Yes, this is the full release of the base game. As far as DLC in the future yes there will be a Free DLC update for the game probably sometimes in the future.
If you wish to know what the DLC will be. That would require beating the game.
As of right now I am not working on the DLC just yet. I am working on my planning for my next game first before getting to it.
