It turns out we just ran out of Steam keys after all this time, so I've requested more from Valve and should have them restocked soon (ideally before the weekend starts, maybe Monday at the latest). If that's your issue, it'll be resolved pretty soon.
Edit: Valve was on the ball today, the keys have been restocked! Sorry for the wait.
As for Chapter Two, we have no plans to make it free. I understand the sentiment, but looking at it as a whole, paywalling just the final chapter of the story after a nasty cliffhanger honestly feels like a jerk move.
