ive done kubas special investigation part 1-4 but still cant see chiquell, i want to see im so bad

You'll need to get through Vandeel's content too and Varok's. You got a while before you see Chiquell. He comes after the order comes to town and you need to do Ran's big event which requires you to finish Varon. If you just want to see him, the story skip 2 would get you there the fastest, it's right when talking to Ran will have the order move to town and you just need to do their content and Ran and what he unlcoks. As with story skip 3, he's already unlocked.
