I was a refugee in Finland for some time and honestly beurocratic stuff went more smooth that in my own country. They havent asked me to attend courses for 6 hours or anything like that. And why they should propose courses in Swedish language? May as well propose Russian language too then, if we talking about ex colonisers? As a Ukrainian, language policy makes perfect sense to me. For exampe, russian goverment used russian speaking Ukrainians as a cause for invasion, because for russia, russian speaking Ukranian is russian, and in need of russian governance and "saving" from Ukranian culture.
