Uh, not sure where you got that number from, but exorcists always start the game with their service weapons of choice. The only thing you pay money for is to upgrade your weapon by spending 3 scrip, which allows you to hit sins of CAT 3 or more with it*
* the weapon is still mundane so the roll is hard, but not impossible tho!
