Yeah it doesn't seem to, though it's a bit unclear. With Apple Pay, I only get an apple-style helpful "payment failed", no further explanation, and it doesn't depend on card. If I try the "more payment methods" path, it will only allow addresses in US states :)

Sure! Now there is a dropdown for "Country or region", and it updates the form correctly if I select mine (Finland), but as soon as I do that, the "Delivery options" section up top where I would probably choose the delivery method says
"Shipping unavailable for entered address
Unable to ship to the address entered"
in red. It doesn't change even if I update my full address to it, it seems to determine that based on country selection. Testing random other countries, I can't find any that would show as available, except for United States.
That was with the "More payment options" avenue btw, Apple Pay still fails without specifying the reason.
