Alrighty! Your laptop probably has integrated graphics card too (something like Intel or AMD Radeon). Update both graphics card drivers and let me know if that fixed the issue!

Sorry for late reply, been super busy, totally forgot to check back in.

I've updated my drivers, and the animations seem to be running smoother and at a higher framerate, but are still just as slow.

Sadly, I can't reproduce this issue at all. It might very well be that RPG Maker behaves oddly with some specific hardware combinations... I'm sorry but I don't know how to solve this...
