are shields supposed to reset every time you get a new one it makes the devils promise sort of pointless
Yes, that's how shields work. And yes, if 3 shields happen to come up at the start of a run, it's unfortunate for Devil's Promise. We'll try to balance this in future versions. Thanks for the feedback!
