Do you mean Glace? If I remember correctly, you should meet her in "Snowrock Valley" in "Glacial Grotto", or you can go to "Fortuneteller's House" and click on "Relationships" to find Glace's icon. She'll tell you how to meet her! I'd be happy to help!
