The votes came from the judges - members of the qforge team :)
Each story was evaluated individually and anonymously by every judge, and then itch.io summed up the scores to generate the final ranking.
Since two stories ended up with the exact same number of points, we held an additional internal vote between those two entries to decide the final placement.
