I'm in the Overlord section, and it's really hard to figure out what all the edicts do. Also, I don't see a way to increase my army capacity or to create the soul hubs, and I can't proceed at all without the soul hubs. Fun game so far though!
Thanks for your comment! I'll add some explanations and fixes for the last phase ASAP. It's clear in my head but probably not that clear in the real world...
