Sorry if this is a dumb question- do I need Foundry to use these lovely hexes? Or some other software to arrange them into a map? Will they work with Owlbear Rodeo? Thank you!

Hi, you can use them with different software, or even print them into a deck and arrange analogically. (Abeit I didn't export a printable version yet for version 1.3)
I regularly use them in obsidian MD with hexcalidraw plugin. (There the grid needs to be set to 21, 5 subdivisions.)
I'm quite sure I tested them with Owlbear rodeo but I don't remember grid settings; I can look and come back to you about that when I get a chance.
