Not sure if it is a bug or not, and not sure this is the place to report it, but the final tower that progressively gets harder has arrows to the left and right indicating you could change the tier you're doing, but they do nothing. I'd love to be able to select the difficulty for it but if that's not the intended way, i'd love to see them removed so it's more clear that you can only go up.
