It's possible to softlock since launching probes cost money, but in order to earn money you need to launch probes.
Not sure how to progress? Got thousands of electricity from the power plant but no other buttons came up after. The buttons should be on the UI but as ??? or "locked", alongside text indicating what needs to be done to unlock that button.
