You can boost loyalty for both the Prussian and Internal police from 'Mostly loyal' to 'Generally loyal' and then 'Completely loyal'. It doesn't seem to function because the differences between the categories can't be bypassed with only one 'Improve loyalty' action, instead you need multiple. This applies for all the items in your list including boosting relations, building loyalty and funding the Reichsbanner.
