After Cira's shower, you need to talk to Eliot (the doctor) so he can unlock a new elevator destination for you. You might not have done that part. The game will notify you when a new elevator destination is available.
this is the first one and i got the notification. i wonder if it bugged out cause two of those bug aliens spawned off the girl and both triggered the cutscene when they died
oh I see, then must be bugged. You can find a save file on my Patreon, on the release post of this version. I suggest to change the file, that should fix it
