Umyra has gone from what I saw before as a full-on dictator of Enmity's (my) every move who berates EVERY SINGLE THING, to someone similar to Hamlet: so conflicted yet so steadfast about what they're doing that they know they're crazy (thus confirming her subjects' title for her), but is up for dragging others into her chaotic reality.
Appreciate your phrasing of this! "...dragging others into her chaotic reality" could not be more apt. One of my favourite things in Chapter 2 is watching her careful mask of control, which may have slipped once or twice in the first chapter, starting to fray and unravel in earnest by the end of this arc. You are right to wonder just how far 'gone' Umyra is - Enmity knows more than most - and speaking of the mad queen, I'm reminded of this line from the play you mentioned: If it be now, ’tis not to come; if it be not to come, it will be now; if it be not now, yet it will come—the readiness is all.
