You have to intentionally lose and run from the police on 2 to unlock 3, 3, to unlock 4, and 4 to unlock 5.

Get to where the police chase you off campus. I don't 100% remember since I haven't played in a bit, but that should work.
Why would you need to do that? And why there is no explanation for that?
