you need to beat avy in the arena to unlock the collars in the first place afterwards you can go to the announcer and ask about the collars again and he’ll let you have them (still need to buy them of course)
could be wrong as i haven’t played for awhile now and forgot if that’s how you do it but if i’m wrong let the them know either downvote or correct me
