Tbh that one I just changed the heads on those pillars and tried all combinations, I think you can change it from either behind or in front of the pillar
I did the same thing, but maybe the answer was in the former mayor’s journal or in the mural on the wall. I wish I could have found the answer the way I did throughout the game, but I think the reason I didn’t find it is because I’m not fluent in English and long texts are hard for me to read
