nothing increases starting flux but the starting amount is not the maximum. when you do anything that increases flux(e.g. chat up locals) it increases your flux past the shown max(if you were already there) so starting with 500 if you use 100 flux to chat up a local you will gain 200 so your total will show 600 and if you do it twice youll have 700 to use exploring.
