Out of curiosity, is the card you find immediately after using the wrench as described supposed to be lvl 3? In the latest game release (20251229v5) that card has been lvl 1 for me every time I've found it (regardless of the route I've used to get there), but I can't tell if that's a bug or if I'm missing some other mechanism. Seems a little weird for it to be lvl 1 given the "standard" route.
