I've done all of the prerequisites for Ashe being at the Zoo and she just isn't. I don't know what I'm missing but she's just not there.
After you have all the requirements ready, you need to meet her in the park in the afternoon.
What preparations are needed?
You have to complete every day with Ashe and Lily and have asked one of the girls (Alexa, Mara, Nora) out to the zoo.
